We are sometimes asked about a commonly held, but incorrect belief, about there being no laws or little law in Cambodia. It is emphatically necessary to disabuse ourselves of this notion. Cambodia has a two thousand year culture and civilization. It was this civilization that was responsible for building the Angkor Kingdom which spanned a vast area and included much of Thailand and Burma and part of Vietnam. It was this glorious Kingdom that created one of the seven wonders of the world [the city of Angkor Wat], which in its time, was the greatest metropolis ever known with over a million people in residence and visited by traders and historians from India and China; a city larger in size and in population than even Rome. There was international trade, there was societal discipline, there were laws. Later, under the colonial umbrella of France there were more laws.
